FALCON project: Turning research into action
Today and tomorrow, the FALCON consortium is visiting us here at the Lithuanian Border Guards School in Medininkai. FALCON (Fight Against Large-scale Corruption and Organised Crime Networks) is a three-year Horizon Europe research project that develops and validates advanced, data‑driven solutions to better understand, detect, and combat corruption. Bringing together law enforcement authorities, social scientists, and experts in data analytics and artificial intelligence, FALCON addresses corruption as a complex and transnational phenomenon.
The project designs and implements novel corruption risk indicators and integrated analytical tools that support law enforcement agencies (LEAs) in risk assessment, investigation, and informed decision‑making. Its work is grounded in real operational needs as well as strong social-science expertise, and is validated through pilot implementations, co‑creation with practitioners, and targeted training activities.
Strong attention is given to ethical, legal, and societal considerations, including trustworthy AI, privacy, and data protection. By combining interdisciplinary research with applied innovation, FALCON strengthens the analytical foundations and operational capabilities required for more effective anti‑corruption efforts.
Today, FALCON's last Pilot Event is taking place on our premises, at which all developed FALCON tools are demonstrated. The tools for the Border Corruption Use Case have been directly tested at the Lithuania-Belarus border Medininkai Border crossing point — partly with own test cars and partly with 'real' cars that have just crossed the border. This use case aims to strengthen border guards’ operational capabilities through advanced tools for vehicle detection, VIN and document verification, database cross-checking, and investigative analysis.
Tomorrow, on 9 July, we will host the FALCON Final Event with presentation of the final project results, a tool demonstration and panel discussions on different anti-corruption topics.
