Pradedamas įgyvendinti Interreg VI-A Lietuvos-Lenkijos bendradarbiavimo Programos finansuojamas projektas Nr. LTPL00002 „Saugumo didinimas Lietuvos–Lenkijos pasienio teritorijoje“ / SBGS-23

2024 metų vasario 1 d. Valstybės sienos apsaugos tarnyba prie Lietuvos Respublikos vidaus reikalų ministerijos kartu su partneriu Lenkijoje Divizijos generolo Henriko Minkevičiaus vardo Sienos apsaugos Palenkės rinktine pradėjo įgyvendinti projektą „Saugumo didinimas Lietuvos–Lenkijos pasienio teritorijoje“ / akr. SBGS-23. Projektas iš dalies finansuojamas Interreg VI-A Lietuvos-Lenkijos bendradarbiavimo Programos lėšomis, projekto Nr. LTPL00002. Projektas pratęsia jau du sėkmingai įgyvendintus projektus kartu su tuo pačiu partneriu iš Lenkijos pagal ankstesniu INTERREG programos kvietimus, skirtus stiprinti Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų (toliau – Tarnybų) bendradarbiavimą ir institucinius gebėjimus, būtinus didinti Tarnybų veiklos efektyvumą ir mažinti tarpvalstybinį nusikalstamumą Lietuvos ir Lenkijos pasienio regione.

Išmoktos pamokos, susijusios su nekontroliuojamų migrantų srautų, pandemijos suvaldymu, šiuo realios karo grėsmės laikotarpio akivaizdoje, patvirtina, jog visuomenės saugumui užtikrinti būtina imtis konkrečių veiksmų kiekvienoje iš šalių. Veiksmai ir priemonės gali būti bendri ar skirtingi, tačiau papildyti vienas kitą. Svarbu tęsti ir stiprinti partnerių bendras veiklas, didinti sąveiką, diegti naujus sprendimus ir technologijas organizaciniu lygmeniu, siekiant padidinti bendros veiklos poveikį regioniniu lygmeniu.

Projekto tikslas - didinti visuomenės saugumą Lietuvos ir Lenkijos pasienio teritorijoje gerinant institucijų sąveikos ir bendradarbiavimo valdymą.

Projekto tikslui pasiekti yra numatyti du darbų paketai:

1 darbų paketas - "Institucinė sąveika" ir jos konkretus tikslas - didinti sąveiką tarp institucijų, Pasienio apsaugos tarnybų ir kitų Programos teritorijoje esančių institucijų sąveiką geopolitinių grėsmių atveju.

2 darbų paketas - "Bendrų veiksmų valdymas", o jo konkretus tikslas - stiprinti LT ir PL sienos apsaugos tarnybų gebėjimus valdyti bendrus veiksmus geopolitinių grėsmių atveju.

Projekto tikslinė grupė - Lietuvos ir Lenkijos valstybių sienų apsaugos tarnybų specialistai. Bendruose mokymuose bus apmokyti 128 dalyviai. Mokymais siekiama pagerinti abiejų šalių pasieniečių ir kitų statutinių tarnybų sąveiką vykdant bendrus veiksmus susidūrus su geopolitinėmis grėsmėmis Lietuvos ir Lenkijos pasienio zonoje.

Projekto metu didelis dėmesys bus skiriamas bendradarbiavimo valdymui ir komunikacijos gerinimui dviem kryptimis, t. y. už partnerių organizacijos ribų ir partnerystės viduje. Nepakankamas bendruomenės įsitraukimas į paramos ar pagalbos teikimą vieni kitiems iš dalies grindžiamas informacijos apie vietos valdžios institucijų atsakomybę valdant krizinę situaciją trūkumu, menkomis žiniomis apie galimą pagalbą. Projekto metu bus atliktas informacijos valdymo krizinėmis situacijomis tyrimas, pasiūlyti būdai, kaip gerinti informacijos valdymą, suorganizuota tarptautinė konferencija krizinių situacijų valdymo ir aktualiais saugumo didinimo klausimais. Partneriai taip pat įsigis reikiamą modernią specializuotą techniką ir įrangą, kuri padidins vykdomo visuomenės saugumo veiksmingumą. Partnerių skirti specialistai analizuos bendras veiklas ir teiks siūlymus dėl jų tobulinimo operatyviniame ir strateginiame lygiuose. Projekto pabaigoje bus suorganizuota baigiamoji tarptautinė konferencija Lietuvoje.

Projekto trukmė – 24 mėnesiai. Projekto biudžetas – 999.911,12 Eur.

Projektas iš dalies yra finansuojamas Europos Regioninės plėtros fondo.

The Project “The strengthening of security at the territory of Lithuanian-Polish border“ / SBGS-23 which is financed by Interreg VI-A Lithuania-Poland cooperation Programme has been started to implement

The 1st of February 2024 is the date when State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania together with the Partner Podlaski Border Guard Regional Unit of Maj. Gen. Henryk Minkiewicz have been started to implement the Project “The strengthening of security at the territory of Lithuanian-Polish border“ / acr. SBGS-23. The Project No LTPL00002 is co-financed by Interreg VI-A Lithuania-Poland cooperation Programme. The project is planned as a continuation of two successfully implemented projects with the same partnership under the previous INTERREG calls aimed at strengthening the cooperation and institutional capacity of the Lithuanian and Polish Border Guard Services (hereinafter referred to as the Services), which are necessary to increase the effectiveness of the Services and to reduce cross-border crime in the border region between Lithuania and Poland.

The uncontrolled flows of migrants and the management of pandemics as well as the period of real threat of war prove the need to implement concrete action in each country to ensure public security. Actions and measures may be common or different, but they have to complement each other. It is important to continue and strengthen the joint activities of the partners, to increase their interaction, also to introduce new solutions and technologies at the organisational level in order to increase the impact of the joint activity at the regional level.

The project overall objective is to enhance public safety in Lithuanian and Polish cross border area by improving management of institutional interaction and cooperation.

Particular work packages are foreseen to achieve the project's objective:

1 Work Package – "Institutional interaction" with the specific objective – increasing of interaction between Border Guard Services and other institutions in the Programme area in case of geopolitical threats.

2 Work Package – "Joint actions governance", with the specific objective of strengthening the capacities of LT and PL Border Guard Services to govern joint actions in case of geopolitical threats.

The target group of the project is specialists of the Lithuanian and Polish border guards. 128 participants will be jointly trained under the curriculum. Training is aimed to improve the interoperability of border guards from both countries and other statutory services in joint actions dealing with geopolitical threats in the LT-PL border area.

The project will focus on improving cooperation management and communication development in two directions, i.e. outside the partners' organisation and inside the partnership. The lack of community involvement in providing support or assistance to each other is partly based on the lack of information about the responsibilities of local authorities in managing a crisis situation as well as poor knowledge of available assistance. During the project, the research on information management in crisis situations will be carried out and the ways to improve information management will be suggested. Besides, an international conference on crisis management and security enhancement issues will be organised. The partners will also acquire the necessary modern specialised techniques and equipment to increase the effectiveness of public security. Specialists appointed by the partners will analyse joint activities and make proposals for their improvement at operational and strategic levels. A final international conference will be organised in Lithuania at the end of the project.

The duration of the project is 24 months. The project budget is EUR 999.911,12.
